THE GOVERNMENT
Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the General Director of the Vietnam News Agency,
The Government promulgates the Decree defining the functions, tasks, powers and organizational structure of the Vietnam News Agency.
Article 1. Position and functions
1. The Vietnam News Agency is a government-attached agency which performs the function of a state news agency in the publication of news and official documents of the Party and the State; supplies information for the requirements of the Party leadership and state management; collects and disseminates information through various means of communication to supply for mass media agencies and the public and to meet demands at home and abroad.
2. Vietnam News Agency is its international transaction name in English, abbreviated to VNA.
Article 2. Tasks and powers
The Vietnam News Agency has the following tasks and powers:
1. To submit to the Government draft decrees defining, modifying or supplementing its functions, tasks, powers and organizational structure.
2. To submit to the Prime Minister its long-term and five-year development strategies and master plans and annual development plans, and other important projects and schemes; to organize the implementation of these strategies, master plans, plans, projects and schemes after they are approved.
3. To publish official documents and information of the Party and State; to collect and compile news, images, audio-visual products, documents, books and various types of reference information to promptly meet the requirements of the Party leadership and state management.
4. To announce the State’s official viewpoints on current affairs; rectify information inappropriate to national interests; correct erroneous information and when necessary, reject intentionally distorted information.
5. To collect, compile, publish and disseminate information products to supply for mass media agencies, the public and to meet demands at home and abroad; to produce and broadcast the television news channel to perform essential political and information tasks of the nation.
6. To perform the foreign service news task assigned by the Party and the State; to collect and disseminate information about Vietnam in various languages for domestic agencies and organizations, foreign news and press agencies, foreigners and overseas Vietnamese.
7. To perform the tasks of information and propaganda for mountainous ethnic people in their spoken and written languages.
8. To archive information; to build an information data bank and manage the national photo archives.
9. To coordinate with related agencies in performing information tasks to serve national defense and security.
10. To research into and apply scientific and technological advances in the field of communication and news.
11. To implement international cooperation activities in the fields under its functions, tasks and powers in accordance with law.
12. To exercise the powers of a state owner of its state enterprises in accordance with law.
13. To manage investment and construction projects falling under its competence in accordance with law.
14. To participate in formulating programs, schemes and projects related to its functions, tasks and powers at the request of the Government and the Prime Minister.
15. To decide on and direct the implementation of its administrative reform program according to the objectives and contents of the state administration reform approved by the Prime Minister.
16. To manage its organization, apparatus and payroll of civil servants, and working positions and structure of public employees according to occupational titles and the number of employees of public non-business units; to decide on the rotation, transfer, appointment, re-appointment, removal from office, dismissal, commendation and disciplining; to implement regulations and policies and organize training and retraining for its cadres, civil servants and public employees.
