Circular No. 02/2013/TT-BCA dated January 05, 2013 of the Ministry of Public Security promulgating and guiding the use and management of relevant forms of entry and exit management
Pursuant to the Ordinance on entry, exit and residence of foreigners in Vietnam;
Pursuant to the Decree No. 21/2001/ND-CP dated May 28, 2001 of Government  detailing the implementation of the 2000 Ordinance on entry, exit and residence of foreigners in Vietnam;
Pursuant to the Decree No. 136/2007/ND-CP dated August 17, 2007of the Government on exit and entry of Vietnamese citizens;
Pursuant to the Decree No. 77/2009/ND-CP dated September 15, 2009 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Public Security;
Pursuant to the Decision No. 45/2006/QD-TTg dated February 28, 2006 of the Prime Minister promulgating Regulation on issuance and management of APEC business travel cards;
Pursuant to the Joint Circular No. 05/2009/TTLT-BCA-BNG dated May 12, 2009 of the Ministry of Public Security and  the Ministry of Foreign Affairs, guiding procedures for overseas Vietnamese to register permanent residence in Vietnam;
Pursuant to the Joint Circular No. 03/2008/TTLT-BCA-BQP-BNG-BLDTBXH dated May 08, 2008  guiding the orders and procedures for verifying, receipt of women, children subject to trafficking, return Vietnam from overseas;   
At the proposal of Director of Security General Department I,
The Minister of Public Security issues the Circular promulgating and guiding the use and management of relevant forms of entry and exit management.
Article 1. Scope and subjects of application
1. This Circular promulgates, guides use and management of types of forms involving entry and exit management.
2. Subjects of application are Vietnamese and foreign agencies, responsibilities, enterprises; foreign individuals and Vietnamese citizens involving exit and entry settlement.
Article 2. Forms of papers involving management of foreigners entry, exit and reside
1. Official Dispatch replying to the request for verification and approval on personnel problem for foreigners going entry (form N4A).
2. Official Dispatch replying to the request for inspection on personnel problem for foreigners going entry (form N4B).
3. Official Dispatch replying to the request for grant of visa at international border-gates (form N4C).
4. The fax written notice of overseas Vietnamese representative mission on grant of visa for guest (form N4D)
5. Telegraph request (form N4E).
6. Glued visa (form N6A).
7. Detached visa (form N6B).
8. Stamp to extend duration of temporary residence (form N6C).
