CIRCULAR
GUIDING THE APPLICATION OF NATIONAL STANDARD TCVN 4193:2005 TO COFFEE BEAN
THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Government's Decree No. 01/ 2008/ND-CP of January 3, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Government's Decree No. 75/ 2009/ND-CP of September 10, 2009, amending Article 3 of the Government's Decree No. 01/ 2008/ND-CP of January 3, 2008, defining the functions, tasks, powers and organizational structure of the Ministry- of Agriculture and Rural Development;
Pursuant to the June 29, 2006 Law on Standards and Technical Regulations and the Government's Decree No. 127/2007/ND-CP of August 1, 2007, detailing a number of articles of the Law on Standards and Technical Regulations;
Pursuant to the November 21, 2007 Law on Product and Goods Quality and Decree No. 132/ 2008/ND-CP detailing a number of articles of the Law on Product and Goods Quality;
The Minister of Agriculture and Rural Development guides the application of national standard TCVN 4193:2005 to coffee bean as follows:
Article 1. Organizations and individuals producing, trading in and exporting coffee bean may voluntarily apply national standard TCVN 4iy3:A)05 to coffee bean and implement the announcement of standard conformity under Clause 1, Article 14 of the Government's Decree No. 127/2007/ND-CP of August 1, 2007, detailing a number of articles of the Law on Standards and Technical Regulations.
Article 2. To assign the National Agro-Forestry-Fisheries Quality Assurance Department to receive and upload the list of coffee producing, trading and exporting organizations and individuals which apply national standard TCVN 4193:2005 on the websites of the Ministry ( http://www.mard.gov.vn ), of the National Agro-Forestry-Fisheries Quality Assurance Department ( http://www.nafiqad.gov.vn ), and of the Vietnam Coffee and Cocoa Association ( www.vicofa.org.vn ).
