CIRCULAR
Publicizing the lists of imports subject to specialized management by the Ministry of Transport under
the Government’s Decree No. 187/2013/ND-CP of November 20, 2013 [1]
 
Pursuant to the November 21, 2007 Law on Product and Goods Quality;
Pursuant to the Government’s Decree No. 132/2008/ND-CP of December 31, 2008, detailing a number of articles of the Law on Product and Goods Quality;
Pursuant to the Government’s Decree No. 187/2013/ND-CP of November 20, 2013, detailing the Commercial Law regarding international goods purchase and sale and goods purchase, sale, processing and transit agency activities with foreign parties (below referred to as Decree No. 187/2013/ND-CP);
Pursuant to the Government’s Decree No. 107/2012/ND-CP of December 20, 2012, defining the functions, duties, powers and organizational structure of the Ministry of Transport;
At the proposal of the directors of the Department of Science and Technology and the Vietnam Register;
The Minister of Transport promulgates the Circular publicizing the lists of imports subject to specialized management by the Ministry of Transport under the Government’s Decree No. 187/2013/ND-CP of November 20, 2013.
Article 1. To publicize the lists of imports subject to specialized management by the Ministry of Transport under Decree No. 187/2013/ND-CP
1. The list of special-use right-hand drive vehicles (including those in knocked-down forms and those with converted drive before being imported into Vietnam) for operation within narrow spaces but not for joining traffic and permitted for import as provided in Appendix I to this Circular.
2. The list of goods banned from import, including:
a/ Right-hand drive means of transport (including those in knocked-down forms and those with converted drive before being imported in Vietnam), excluding those provided in Appendix I to this Circular;
b/ Assorted automobiles and their spare parts, assorted motorcycles, motorbikes, and special-use motorbikes which have their frame or engine numbers erased, modified or tampered with, provided in Appendix II to this Circular;
c/ Used vehicles which have been transformed in structure compared with their original designs provided in Appendix III to this Circular;
d/ Used supplies and vehicles provided in Appendix IV to this Circular.
3. The list of goods imported under permits and subject to specialized management by the Ministry of Transport is provided in Appendix V to this Circular.
4. The Vietnam Register under the Ministry of Transport is a specialized management agency in charge of inspecting and certifying the quality of imports subject to specialized management by the Ministry of Transport under this Circular.
