CIRCULAR
ISSUING THE NATIONAL TECHNICAL REGULATIONS ON ENVIRONMENT
Pursuant to the Law on Technical Standards and Regulations dated June 29, 2006;
Pursuant to the Law on Environment Protection dated June 23, 2014;
Pursuant to the Government's Decree No. 127/2007/NĐ-CP dated August 01, 2007 providing the specific regulation on the implementation of a number of articles of the Law on Technical Standards and Regulations;
Pursuant to the Government’s Decree No. 21/2013/NĐ-CP dated March 4, 2013 on defining the functions, tasks, powers and organizational structure of the Ministry of Natural Resources and Environment;
At the request of the Director General of the Vietnam Environment Administration, the Director of the Department of Science and Technology and the Director of the Department of Legal Affairs;
The Minister of Natural Resources and Environment hereby promulgates the Circular on stipulating the national technical regulation on environment:
Article 1. The national technical regulation on environment issued together with this Circular shall include QCVN 13-MT: 2015/BTNMT – National technical regulation on the effluent of textile industry
Article 2. This Circular takes effect on June 1, 2015.
Article 3. The Director General of Vietnam Environment Administration, the Head of affiliates of the Ministry of Natural Resources and Environment, the Director of the Department of Natural Resources and Environment of central-affiliated city or province along with relevant organizations or individuals shall be responsible for implementing this Circular./.

NATIONAL TECHNICAL REGULATION ON THE EFFLUENT OF TEXTILE INDUSTRY
Preface
QCVN 13-MT:2015/BTNMT is edited and revised from QCVN 13:2008/BTNMT by the editorial board for the national technical regulation on the effluent of textile industry; The Vietnam Environment Administration, the Department of Science and Technology, and the Department of Legal Affairs, shall submit this regulation for approval and be issued together with the Circular No. 13/2015/TT-BTNMT of the Minister of Natural Resources and Environment dated March 31, 2015.
NATIONAL TECHNICAL REGULATION ON THE EFFLUENT OF TEXTILE INDUSTRY
1. GENERAL PROVISIONS
1.1. Scope of application
This Regulation shall stipulate the maximum permissible value of parameter of pollutants in the textile industrial effluent discharged into the receiving waters.
1.2. Applicable entities
1.2.1. This Regulation is intended for the textile industrial effluent. All organizations or individuals involving the discharge of textile industrial effluent into the receiving waters must comply with provisions laid down in this Regulation.
