CIRCULAR
STIPULATING CHARGES FOR REGISTRATION OF USE OF THE NATIONAL DOMAIN NAME, MAINTENANCE OF THE NATIONAL DOMAIN NAME AND INTERNET ADDRESSES OF VIETNAM, AND THE COLLECTION, REMITTANCE, MANAGEMENT AND USE OF THESE CHARGES

Pursuant to the Telecommunications Law; and the Government's Decree No. 97/2008/ND-CP of August 28, 2008. on management, provision and use of internet services and online information;
Pursuant to the Government's Decree No. 57/ 2002/ND-CP of June 3, 2002, and the Government's Decree No. 24/2006/ND-CP of March 6, 2006, detailing the Ordinance on Charges and Fees;
Pursuant to the Government's Decree No. U8/2008/ND-CP of November 27, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Finance;
After obtaining the Ministry of Information and Communications' opinions in its Official Letter No. 34I0/BTTTT-KHTC of October 12, 2010, the Ministry of Finance provides charges and fees for registration of use of the national domain name, maintenance of the national domain name, and internet addresses of Vietnam, and the collection, remittance and management of these charges and fees as follows:
Pursuant to the Government's Decree No. 57/ 2002/ND-CP of June 3, 2002, and the Government's Decree No. 24/2006/ND-CP of March 6, 2006, detailing the Ordinance on Charges and Fees;
Pursuant to the Government's Decree No. U8/2008/ND-CP of November 27, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Finance;
After obtaining the Ministry of Information and Communications' opinions in its Official Letter No. 34I0/BTTTT-KHTC of October 12, 2010, the Ministry of Finance provides charges and fees for registration of use of the national domain name, maintenance of the national domain name, and internet addresses of Vietnam, and the collection, remittance and management of these charges and fees as follows:
Article 1. To promulgate together with this Circular the Table of fees for registration of use of the national domain name and charges for maintenance of the national domain name and internet addresses of Vietnam.
Article 2. Payers of the charges and fees specified in Article 1 of this Circular are domestic and foreign organizations and individuals that register and use the national domain name of Vietnam ".vn"; domestic organizations that are granted, manage and use internet addresses in Vietnam provided in the Law on Information Technology and the Government's Decree No. 97/2008/ND-CP of August 28, 2008, on management, provision and use of internet services and online information.
Article 3. Agencies assigned by the Ministry of Information and Communications to perform the state management of interne! in Vietnam shall collect, remit, manage and use charges and fees under this Circular (below referred to as collecting agencies). Charges and fees for use registration and maintenance of the domain name ".vn" and charges for internet addresses of Vietnam shall be managed and used as follows:
