DECISION
AMENDING AND SUPPLEMENTING APPENDIX NO. I (ON AQUATIC RESOURCES) OF JOINT CIRCULAR NO. 17/2003/TTLT/BTC-BNNPTNT-BTS OF MARCH 14, 2003
THE MINISTER OF AQUATIC RESOURCES
Pursuant to the Government’s Decree No. 50/CP of June 21, 1994 on the tasks, powers and organizational apparatus of the Ministry of Aquatic Resources;
Pursuant to Joint Circular No. 17/2003/TTLT/BTC-BNNPTNT-BTS of March 14, 2003 guiding the inspection and supervision of import and export goods subject to animal, plant or aquatic quarantine;
At the proposal of the director of the Department for the Protection of Aquatic Resources,
DECIDES:
Article 1.- To promulgate together with this Decision the Appendix on the quarantine scope and objects and the list of agencies competent to certify written quarantine registrations and grant quarantine certificates for import and export goods subject to aquatic quarantine.
This Appendix replaces Appendix No. I (on aquatic resources) promulgated together with Joint Circular No. 17/2003/TTLT/BTC-BNNPTNT-BTS of March 14, 2003.
Article 2.- This Decision takes effect 15 days after its publication in the Official Gazette.
Article 3.- The Office’s director, the director of the Department for Science and Technology, the director of the Department for the Protection of Aquatic Resources, the directors of the aquatic resources-managing provincial/municipal Aquatic Resources Services and the Agriculture and Rural Development Services, and the heads of the concerned units shall have to implement this Decision.

APPENDIX
ON THE QUARANTINE SCOPE AND OBJECTS, AND THE LIST OF AGENCIES COMPETENT TO CERTIFY WRITTEN QUARANTINE REGISTRATIONS AND GRANT QUARANTINE CERTIFICATES FOR IMPORT AND EXPORT GOODS SUBJECT TO AQUATIC QUARANTINE
(Promulgated together with the Aquatic Resources Minister’s Decision No. 05/2003/QD-BTS of April 29, 2003)
I. QUARANTINE SCOPE AND OBJECTS
1. For export: Aquatic animals and products thereof, when being exported, shall be quarantined only at customers’ requests or under the agreements between Vietnam’s agencies competent to conduct aquatic quarantine and competent agencies of the importing countries.
