ESTABLISHING DINH VU-CAT HAI ECONOMIC ZONE, HAIPHONGCITY, AND PROMULGATING ITS OPERATION REGULATION
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the November 29, 2005 Investment Law;
At the proposal of the Minister of Planning and Investment and the president of the Peoples Committee ofHai Phong city,
DECIDES:
Article 1. To establish Dinh Vu-Cat Hai economic zone in Hai Phong city.
Article 2. To promulgate together with this Decision the Operation Regulation of Dinh Vu-Cat Hai economic zone, Hai Phong city.
Article 3. This Decision takes effect 15 days after its publication in CONG BAO.
Ministers, heads of ministerial-level agencies, heads of government-attached agencies and the president of the Peoples Committee of Hai Phong city shall implement this Decision

OPERATION REGULATION
OF DINH VU-CAT HAI ECONOMIC ZONE. HAIPHONGCITY
(Promulgated together with the Prime Ministers Decision No. 06/2008/QD-TTg of January 10, 2008)
Chapter 1
Article 1. This Regulation provides for the operation, a number of policies for and state management of Dinh Vu-Cat Hai economic zone, Hai Phong city (below referred to as Dinh Vu-Cat Hai EZ); rights and obligations of investors conducting investment, goods trading or service activities, and investors investing and dealing in infrastructure works in Dinh Vu-Cat Hai EZ.
Article 2.
1. Dinh Vu-Cat Hai EZ is a zone with specified geographical boundaries within the national territory and under the national sovereignty but having a separate economic space with a favorable and equal investment and business environment covering functional areas, socio-technical infrastructure facilities, service and public-utility works, and stable and long-term policies on preferential treatment and incentives for investors and an open management mechanism, aiming to create favorable conditions for investors to feel secure in developing goods production and trading and service activities within the current and ever-improving legal framework.
