THE PRIME MINISTER

Decision No.  11/2013/QD-TTg dated January 24, 2013 of the Prime Minister prohibiting to export, import and trade some wild animals prescribed in the Appendices of the International Convention on trading endangered species of precious and rare wild fauna and flora
Pursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to the Law on forest protection and development dated December 03, 2004;
Pursuant to the International Convention on trading endangered species of precious and rare wild fauna and flora;
Pursuant to the Decree No. 82/2006/ND-CP dated August 10, 2006 of the Government on management of export, import, re-export, introduction from the sea, transit, breeding, rearing and artificial propagation of endangered species of precious and rare wild fauna and flora
At the proposal of the Minister of Agriculture and Rural Development;
The Prime Minister promulgates Decision prohibiting to export, import and trade some wild animals prescribed in the Appendices of the International Convention on trading endangered species of precious and rare wild fauna and flora;
Article 1. To prohibit exporting, importing and trading the specimens of wild fauna species in appendices to the convention on international trade in endangered species of wild fauna and flora (CITES) as follows, excluding cases prescribed in the Article 2 of this Decision:
1. The specimens of white rhinoceros (Ceratotherium simum) and the products made from white rhinoceros.
2. The specimens of black rhinoceros (Diceros bicornis) and the products made from black rhinoceros.
3. The specimens of African elephant (Loxodonta africana) and the products made from African elephant.

Article 2. The specimens prescribed in the Article 1 of this Decision are allowed to export in the following cases:
