THE PRIME MINISTER

Decision No. 1215/QD-TTg of July 23, 2013, approving the Strategy on development of Vietnam’s social insurance sector through 2020

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the June 29, 2006Law on Social Insurance;

Pursuant to the November 14, 2008 Law on Health Insurance;

Pursuant to the 2011-2020 Socio-Economic Development Strategy;

At the proposal of the Director General of Vietnam Social Security,

DECIDES:

Article 1: To approve the strategy on development of Vietnam’s social insurance sector through 2020, with the following principal contents:

I. Viewpoints

1. Social insurance and health insurance are two important social policies and the main pillar of the social security system that must be gradually expanded to increase participants, contribute to realizing social progress and justice and ensure social-political stability and socio-economic development.

2. To develop Vietnam’s social insurance sector in conformity with the nation’s socio-economic conditions and in consistency with the development of social services. The State creates conditions for Vietnam’s social insurance sector to invest in developing advanced technologies and technical facilities for application to management work so as to organize the proper implementation of social insurance and health insurance regimes and policies.

3. The proper implementation of social insurance and health insurance regimes and policies is the responsibility of Party committees and administrations at all levels, mass and social organizations, enterprises and everyone.

4. To encourage the State’s public service organizations to provide social insurance and health insurance collection and payment services in order to facilitate the people’s participation in and enjoyment of social insurance and health insurance, meet international integration requirements and conform with international practices.

5. To boost international cooperation for more resources and experiences in implementing social insurance and health insurance policies and modernizing the information technology system.

II. Objectives

1. Overall objectives

To continue developing Vietnam’s social insurance sector toward modernity and with sufficient capacity and conditions to improve the quality and efficiency of its service and implement social insurance and health insurance policies, meeting the requirements of industrialization and modernization and international integration.

2. Specific objectives

a/ To strive for the participation of around 50% of the workforce in social insurance; 35% of the workforce in unemployment insurance and more than 80% of the population in health insurance by 2020;

b/ To properly manage and efficiently use the social insurance fund and health insurance fund so as to ensure the long-term balance of the social insurance fund and the annual balance of the health insurance fund;

c/ To standardize operational and management processes, to ensure the application of TCVN ISO 9001:2008 quality management system to activities of agencies in the entire sector by 2015; to grant each citizen participating in social insurance and health insurance with an identification number that conforms with the citizen identification number stipulated by the State to serve and manage the collection process, policy settlement, and the payment of social, unemployment and health insurance in an accurate and convenient manner;

d/ To strengthen the apparatus system of Vietnam’s social insurance sector, raise the management and performance capacity of cadres, civil servants and public employees for organizing the implementation and contributing to the sustainable development of social and health insurance policies;

dd/ To complete information technology infrastructure (computer network, servers, station computers, network security, the sector’s data center and the software system, database and online public services) to settle social insurance and health insurance policies and regimes under the following itinerary:
