DECISION
APPROVING THE PLAN FOR DEVELOPING MEDIUM AND SMALL ENTERPRISES 2011 – 2015
THE PRIME MINISTER
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to the Government's Decree No. 56/2009/ND-CP dated June 30, 2009 on aiding the development of medium and small enterprises;
Pursuant to the Government’s Resolution No. 22/2010/NQ-CP dated May 05, 2010 on the implementation of the Government's Decree No. 56/2009/ND-CP dated June 30, 2009 on aiding the development of medium and small enterprises;
At the proposal of the Minister of Planning and Investment,
DECIDES:
Article 1. Approving the Plan for developing medium and small enterprises 2011 – 2015, in particular:
I. VIEWPOINTS ON THE DEVELOPMENT OF MEDIUM AND SMALL ENTERPRISES
1. Developing medium and small enterprises is the long-term and consistent strategy of the Government, and the focal objective in the national economic development policy.
2. The State shall create a legal environment and favorable mechanism and policies of medium and small enterprises from all economic sectors to equitably develop and healthily compete in order to mobilize all resources for investment and development.
3. Medium and small enterprises must be positively and sustainably developed, toward improving the quality and increasing the quantity, achieving economic efficiency, protecting the environment, contributing to the employment creation and poverty alleviation, ensuring social security; medium and small enterprises must be developed compatibly with the conditions of each locality; rural industry and traditional handicraft are encouraged; concentrating on the development of medium and small enterprises in remote areas and impoverished areas; prioritizing the development of medium and small enterprises owned by the ethnics, women, or the disabled, etc.; supporting the medium and small enterprises investing in industrial development, ancillary services, and competitive industries.
4. Supporting medium and small enterprises aiming to accomplish the national objectives of economic-social development.
II. OBJECTIVE OF THE DEVELOPMENT OF MEDIUM AND SMALL ENTERPRISES
1. General objectives:
Increase the development speed and competitiveness of medium and small enterprises, create favorable and healthy environment for investment and business for medium and small enterprises to contribute ore in the economic development, enhance the national competitiveness and international economic integration.
2. Specific objectives
- The anticipated number of medium and small enterprises established during 2011 – 2015 is 350,000; 600,000 operating enterprises nationwide on December 31, 2012;
- The proportion of export from medium and small enterprises is 25% total export nationwide;
- Investment from medium and small enterprises accounts for 35% of total investment;
- Medium and small enterprises makes up 40% GDP and 30% total revenue of the State budget;
- Medium and small enterprises create more 3.5 - 4 million employments in 2011 - 2015.
3. Primary objectives:
- Complete and ensure the stability of the legal framework, improve administrative procedures in order to create an equitable, transparent, and clear environment for investment and business of medium and small enterprises;
- Make a breakthrough for medium and small enterprises to access capital, improve the use efficiency of loaned capital for medium and small enterprises;
