THE PRIME MINISTER
Decision No. 1361/QD-TTg of August 8,2013, approving the master plan on development of national measurement standards through 2020
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the November 11, 2011 Law on Measurement;
Pursuant to the Government’s Decree No. 86/2012/ND-CP of October 19,2012, detailing and guiding a number of articles of the Law on Measurement;
At the proposal of the Minister of Science and Technology,
DECIDES:
Article 1. To approve the master plan on development of national measurement standards through 2020 (below referred to as the master plan) with the following principal contents:
I. OBJECTIVES
1. General objectives:
To develop national measurement standards
through 2020 toward modernity, the level of regional advanced countries, and satisfaction of the requirements of socio-economic development and assurance of national defense, security and international integration.
2. Specific targets:
a/By 2015:
- To develop and« expand the scope of metrology and raise the level of 13 approved national measurement standards (including 4 base quantities and 9 derived quantities);
- To invest in developing 12 new national measurement standards (including 3 base quantities and 9 derived quantities)
b/ By 2020:
- To invest in developing 20 new national measurement standards (derived quantities).
II. MAIN TASKS
1. Regarding the field of measurement
To invest in developing the- fictional measurement standards on the fields of measurement conformable with legal units of measurement of Vietnam. To prioritize the development of national measurement standards of base and derived quantities associated with scientific, technological and socio-economic development needs and national defense, security and international integration requirements.
a/During 2013-2015:
- To develop and expand the scope of metrology and raise the level of measurement standards of 13 approved national measurement standards, including:
+ 4 base quantities: length, mass, time - frequency and thermodynamic temperature.
+ 9 derived quantities: capacity, volumetric flow rate of liquids, volumetric flow rate and mass flow rate of gases, hardness, pressure, direct current voltage, direct current resistance, industrial frequency electricity output, industrial frequency electricity energy.
- To invest in developing 12 new national measurement standards, including:
+ 3 base quantities: current intensity, light intensity and matter quantity
+ 9 derived quantities: liquid density, kinematical viscosity, alternative current voltage, high-frequency voltage, high-frequency output, luminous flux, absorbed dose, air kerma, and dose equivalent.
6/ During 2016-2020:
- To invest in developing 20 new national measurement standards of derived quantities, including: plane angle, mass flow rate of liquids, air velocity, force, momentum, solid density, pH, air humidity, self-inductance, capacitance, high-frequency fall-off, high- frequency impedance, electric-field intensity, sound pressure, vibration, luminance, laser capacity, diffuse reflectance spectroscopy, pass- through, and radioactivity.

2. Regarding technical and metrological level of standards
a/ To use advanced and modem standard technology, suitable to the maintenance, preservation and use conditions in Vietnam; and to ensure the standard level on a par with that of the advanced countries in ASEAN;
b/ To obtain the necessary accuracy and scope of measurements on par with the level of primary standards or secondary standards, play the role as national measurement standards for relevant measurement fields, and assure the consistency of the standards with the International System of Units (SI);
