DECISION
ON ESTABLISHMENT OF RWSSP CU
MINISTER OF MARD
Pursuant to Decree no. 86/2003/ND-CP dated 18/7/2003 of the GoV regarding functions, responsibilities, organisational structure of MARD;
Pursuant to Decree no. 17/2001/ND-CP dated 04/5/2001 of the GoV regarding ODA management and utilisation regulations;
Pursuant to Document no. 519/TTg-HTQT dated 03/04/2006 of the Prime Minister regarding Establishment of the RWSSP CU;
Considering the proposals of Directors of WRD, ICD, Planning Dept., and Personnel Department,
DECIDED:
Article 1. Establish the Rural Water Supply and Sanitation Partnership Coordination Unit (CU) under MARD to assist the Minister in coordinating international donors support in RWSS sector.
The CU will base in MARD, 2 Ngoc Ha, Hanoi.
Article 2. Mandates of the RWSSP CU:
Lead agency for coordination with international donors, ministries, provinces with a view to facilitate the design and implementation of RWSS NTP2 in accordance with the principles and objectives of the PS and NRWSS strategy and GoV policies.
Prepare the PS development plan for PSC approval; submit recurrent reports to PSC on work plans, budgets, progress and relevant issues; act as a secretariat for PSC and TAGs.
Support to establish inter-ministerial/provincial TWGs or select counterpart agencies as lead for specific activities, deal with immediate issues or envisaged issues.
Support formulation and legalization of PS and sector common tools like M&E system, framework update and financial support, procedure harmonization.
Manage RWSSP according to PSC approved plans.
