DECISION
APPROVING THE NATIONAL KEY PROGRAM ON MATHEMATICS DEVELOPMENT IN THE 2010-2020 PERIOD
THE PRIME MINISTER
Pursuant to the December 12, 2001 Law on Organization of the Government;
Pursuant to the June 14, 2005 Education Law and the November 25, 2009 Law Amending and Supplementing a Number of Articles of the Education Law;
Pursuant to the Government's Resolution No. 14/2005/NQ CP of November 2, 2005, on substantial and comprehensive renewal of Vietnam's university education in the 2006-2020 period;
At the proposal of the Minister of Education and Training,
DECIDES:
Article 1. To approve the national key program on mathematics development in the 2010- 2020 period with the following principal contents:
I. OBJECTIVES:
1. General objectives
a/ To develop the Vietnamese mathematics strong in all aspects: research, application and teaching, both quantitatively and qualitatively, commensurate to Vietnamese's intellectual potential and meeting the requirements of national development in different fields such as science, technology, education and training, economy, and defense consolidation; to strive for the target that by 2020. the Vietnamese mathematics can rank among advanced countries in the world;
b/ To ensure that the Vietnamese mathematics embarks upon the trend of sustainable development, laying foundations for our country to be one with a strong mathematics in subsequent development periods.
2. Specific objectives:
a/ To ensure that by 2020, there will be adequate highly qualified maths teachers at universities and colleges, of whom over 70% at big universities will possess a doctorate degree;
b/ To build the Mathematics Institute and one or two Mathematics Paculties in big universities into regional mathematics research and training centers;
c/ To work out an appropriate form to attract world mathematicians and overseas- Vietnamese mathematicians to Vietnam for research and training of talents while strongly boosting research activities of the contingent of maths lecturers and researchers of universities and colleges;
d/ By 2020 to double the number of internationally publicized works over 2010;
