DECISION
APPROVING THE STRATEGY FOR SOCIO-ECONOMIC DEVELOPMENT IN HANOI CITY THROUGH 2030, WITH A VISION TOWARD 2050
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the December 28, 2000 Ordinance on Hanoi Capital:
Pursuant to the Government's Decree No. 92/2005/ND-CP of July 12, 2005, detailing a number of articles of the Ordinance on Hanoi Capital;
At the proposal of the Hanoi Municipal People's Committee,
DECIDES:
Article 1. To approve the strategy for socio-economic development in Hanoi city through 2030, with a vision toward 2050. with the following principal contents:
I. STATUS AND FUNCTIONS
1. Hanoi Capital - the heart of the country and the national politico-administrative headquarter where seat the offices of the Party Central Committee, the State, mass organizations, diplomatic missions and international organizations and where the most important external and internal activities of the country take place.
2. A major cultural center of the country and regional identity; the convergence of the cultural quintessence of thousands-year-old civilization and modernity of the Capital and the symbol of the whole country; where the advanced, modern, diverse and typical culture of the Capital is initiated, created and developed, contributing to building and developing an advanced Vietnamese culture deeply imbued with national identity.
3. A major scientific, educational, training and medical center of the country, with reputation in the region; the standard bearer in scientific and technological research, creation, application and transfer nationwide: with an advanced and modern education, training and healthcare; a place where many high-quality human resource training institutions are concentrated; where talents are built up. fostered and developed for the cause of socio-economic development in the Capital and the whole country.
4. A large economic and financial center, which greatly contributes to the national economic growth, constitutes a motive force for the development of the northern key economic region and the Red River delta, takes the lead in building and developing a knowledge-based economy with advanced, modern, high-productivity and high-effectiveness industries, and leads and supports the development of regional provinces.
5. A main international transaction center of the country, with reputation in the region; an international city where seat diplomatic missions, international organizations, multi­national or transnational groups; where major international events and most important external activities of the country are organized.
