DECISION
APPROVING THE NATIONAL TARGET PROGRAM ON EDUCATION AND TRAINING TILL 2005
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of December 25, 2001;
Pursuant to the Prime Minister’s Decision No. 71/2001/QD-TTg of May 4, 2001 on the national target programs in the 2001-2005 period;
Pursuant to the Prime Minister’s Decision No. 06/2003/QD-TTg of January 9, 2003 on the Government’s program of action for implementation of the conclusions of the sixth plenum of the Party Central Committee (the IXth Congress) on education and training;
At the proposals of the Minister of Education and Training and the Minister of Planning and Investment,
DECIDES:
Article 1.- To approve the national target program on education and training till 2005 with the following principal contents:
1. The program’s objectives:
To implement a number of key projects, aiming to:
- Create a substantial improvement in education quality, take our country’s education out of the state of being lagged behind as compared with the developed countries in the region, to approach the advanced level of the world and suit Vietnam’s realty in practical service of the socio-economic development of the country as well as each region and each locality.
- Renovate education objectives, contents, methods and programs at all educational grades and levels as well as training qualifications; develop the contingent of teachers meeting the requirements of expanding education quantitatively, qualitatively and efficiently.
- Improve the quality of human resource training, with special importance attached to scientific-technological personnel of high qualifications, fully capable managerial and business officials as well as skilled technical workers, thus directly contributing to raising the competitiveness of the economy; and step up the tempo of junior-secondary education universalization.
