DECISION
ISSUING THE REGULATION ON UNIFIED MANAGEMENT OF EXTERNAL ACTIVITIES OF THE PROVINCES AND CENTRALLY-RUN CITIES
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Organization of the People’s Councils and People’s Committees dated November 26, 2003;
Pursuant to the Governments Working Regulation issued together with its Decree No. 23/2003/ND-CP dated March 12, 2003;
At the proposal of the Minister of Foreign Affairs,
DECIDES:
Article1. To issue together with this Decision the Regulation on unified management of external activities of the provinces and centrally-run cities.
Article2. This Decision takes effect 15 days after its publication in the Official Gazette.
Article3. The ministers, the heads of the ministerial-level agencies, the heads of the Government-attached agencies and the presidents of the provincial/municipal People's Committees shall have to implement this Decision.

Chapter I
GENERAL PROVISIONS
Article1. Governing scope
This Regulation provides for the unified management of external activities of the provinces and centrally- run cities (hereinafter referred collectively to as provinces).
