DECISION
APPROVING THE ADJUSTED MASTER PLAN ON CONSTRUCTION OF NHON TRACH NEW URBAN CENTER, DONG NAI PROVINCE, UP TO 2020
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the November 26, 2003 Law on Construction and the Government's Decree No. 08/2005/ND-CP of January 24, 2005, on construction planning;
At the proposal of the Construction Minister in Document No. 43/TTr-BXD of August 9, 2006, approving the adjusted master plan on construction of Nhon Trach new urban center up to 2020,
DECIDES:
Article 1.- To approve the adjusted master plan on construction of Nhon Trach new urban center up to 2020 with the following principal contents:
1. Planning scope:
The planning scope covers the whole administrative boundaries of Nhon Trach district with an area of 41, 089.1 ha.
2. Nature:
- To be an industrial, trade-service, tourist, education-training and scientific-technological center of Dong Nai province and the southern key region, which will be developed to reach the criteria of grade II city;
- To be an important traffic hub of the southern key region;
- To occupy an important security and defense position in the southern key region.
3. Population:
a/ By 2010, the population will reach around 265,000, including 150,000 urban inhabitants;
b/ By 2020, the population will stand at around 600,000, including 450,000 urban inhabitants.
4. Construction land size:
a/ By 2010, the urban construction land will be around 10,000 ha, of which the civil construction land will be around 4,200 ha, with the target of 160m2/person;
b/ By 2020, the urban construction land will be around 22,700 ha, of which the civil construction land will be about 9,200 ha, with the target of 155m2/person.
5. Orientations for spatial development and urban landscape architecture:
a/ Urban development direction: The land area is surrounded by Road 25A and village road 19, the land area bordering on Dong Nai and Long Tau rivers, in the direction of linking with District 2 and District 9 of Ho Chi Minh City; in the following main directions:
- The existing district center: To develop concentrated urban quarters, the city center and the trade-service center;
- The northwestern area along Dong Nai river: To develop an urban-tourist service zone and a university zone;
- The southwestern area: To develop urban areas, rural residential areas, ports and industries in association with ports along Long Tau river;
- The eastern area: To develop industrial parks and rural residential areas;
- The southern and southeastern areas along Dong Tranh and Thi Vai rivers, bordering on Can Gio district (Ho Chi Minh City) and Phu My new urban center (Ba Ria-Vung Tay province) shall be developed into an ecological zone for submerged forest conservation.
b/ Functional sub-zones:
- Urban areas (around 5,930 ha), including:
+ The residential area bordering on Road 25A to the north, the belt expressway to the southwest, on the road leading to Ong Keo industrial park to the southeast (with an area of about 1,500 ha and a population of some 150,000);
+ The residential area lying on both sides of Road 25B, north of Road 25C (with an area of around 1,500 ha and a population of some 150,000);
+ The residential area south of Nhon Tranh industrial park (with an area of about 1,700 ha and a population of around 160,000);
+ The northern residential area, lying close to Dong Nai river, along the expressway from District 9 of Ho Chi Minh City to Nhon Trach (with an area of around 950 ha and a population of some 80,000);
+ Dong Mu Rua residential area lying at the cross of the belt road leading to highway 51 and the road leading to Phuoc An port (with an area of around 150 ha and a population of about 15,000);
+ Hiep Phuoc residential area lying at the eastern gate of the new urban center (with an area of about 130 ha and a population of some 15,000);
+ Phu Huu residential area lying west of the new urban center (with an area of about 200 ha and a population of around 15,000).
- Industrial parks and clusters (about 3,600 ha), including:
+ Nhon Trach industrial park (about 2,700 ha);
+ Ong Keo industrial park (about 800 ha);
+ Local industrial clusters south of Tuy Ha town (about 100 ha).
- System of city centers, including:
+ The heart of Nhon Trach new urban center (about 600 ha), including parks, public squares, administrative works, theater, library, museum, trade, financial and banking transaction center;
+ The center north of the new urban center (about 80 ha), including administrative office buildings, post offices, cultural houses, health stations, trade-service works;
+ The center southeast of the new urban center (about 90 ha), including administrative office buildings, post offices, cultural houses, health stations, trade-service works;
+ The system of public centers of residential quarters, including public offices, schools, kindergartens, health stations, cultural houses, marketplaces, trade works, flower gardens, physical training and sport and recreation and entertainment grounds', which are arranged in residential zones.
- Specialized centers:
+ An education and training center (about 350 ha), with universities lying north of the new urban center, close to Dong Nai river, lying in-between Dong Mon river and Ho Chi Minh City-Long Thanh-Dau Giay expressway;
