Decision No. 348/QD-TTg dated February 22, 2013 of the Prime Minister approving the program on hi-tech research, training and infrastructure construction under the National Hi-Tech Development Program through 2020
Pursuant to the December 25, 2001 Law on Organization of the Government; Pursuant to the November 13, 2008 Law on High Technologies;
Pursuant to the Prime Minister’s Decision No. 2457/QD-TTg of December 31, 2010, approving the National Hi-Tech Development Program through 2020;
At the proposal of the Minister of Science and Technology,
DECIDES:
Article 1. To approve the Program on hi-tech research, training and infrastructure construction under the National Hi-Tech Development Program through 2020 (the Program) with the following principal contents:
I. OBJECTIVES
1. By 2015
- To research and develop some technologies on the list of high technologies prioritized for development investment to ensure the production and provision of around 10 hi-tech products and services up to international level.
- To build and develop around 15 establishments for hi-tech incubation, hi-tech business incubation and support of the production of hi-tech products; 5 establishments for hi-tech research and training of human resources for hi- tech sectors up to the regional advanced level; and 20 strong hi-tech research groups up to the regional advanced level.
2. By 2020
- To research, develop and create around 10 high technologies on the list of high technologies prioritized for development investment up to the regional advanced level.
- To build and develop around 40 establishments for hi-tech incubation, hi- tech business incubation and support of the production of hi-tech products; 20 establishments for hi-tech research and training of human resources for hi-tech sectors up to international level; and 50 strong hi-tech research groups up to the regional advanced level.
II. TASKS
1. To research, master, develop and create high technologies
a/ Developing and carrying out activities
- To research, adapt and master and develop imported technologies to ensure their stable operation, and renovate imported technological lines for making some changes in products and technological processes to suit domestic conditions.
- To research and effectively apply high technologies created from research and development results and from transferred technologies and imported technologies for the production and provision of products and services of high added value.
- To research, master, and develop imported technologies so as to improve them for the creation of hi-tech products and services.
