THE PRIME MINISTER

Decision No. 37/2013/QD-TTg of June 26, 2013, on the adjustment of the master plan on the university and college network in the 2006-2020 period
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the June 14, 2005 Law on Education, the November 25, 2009 Law on amending and supplementing a number of articles of the Law on Education, and the June 18, 2012 Law on Higher Education;
Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on elaboration, approval and management of socio-economic development plannings and the Government’s Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of provisions of the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on elaboration, approval and management of socio-economic development master plans;
Pursuant to the Prime Minister’s Decision No. 121/QD-TTg on July 27, 2007, approving the master plan on the university and college network in the 2006-2020 period;
Pursuant to the Prime Minister’s Decision No. 1216/QD-TTg on July 22, 2011, approving the master plan on Vietnam’s human resources development in the 2011-2020 period;
At the proposal of the Minister of Education and Planning;
The Prime Minister promulgates the Decision on the adjustment of the master plan of the university and college network in the 2006-2020 period,
Article 1. To approve the adjusted master plan on the university and college network in the 2006-2020 period with the following principal contents:
1. Planning viewpoints
a/ To reasonably expand higher education to meet industrialization and modernization requirements and conform with the country’s socio-economic conditions; to restructure the human resource training system with a view to improving training quality and efficiency and providing training in response to social needs; to associate training with scientific research and practice;
b/ To harmoniously combine the promotion of the market mechanism’s positive factors with the improvement of the efficiency and effectiveness of state management; to increase budgets for training higher education lecturers and administrators; to set aside land for the construction of universities and colleges; to ensure social equity; to adopt support policies for disadvantaged areas and learners prioritized and encouraged to pursue study and, at the same time, to boost the socialization of education in order to mobilize all social resources for the development of higher education;
