DECISION
ON A NUMBER OF MEASURES TO HANDLE VIETNAMESE APPRENTICES IN JAPAN AND THE REPUBLIC OF KOREA WHO ABANDON THEIR INDENTURES AT THEIR OWN WILL
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Governments Decree No. 152/1999/ND-CP of September 20, 1999 stipulating the sending of Vietnamese laborers and specialists abroad to work for a definite time;
In order to rectify the situation of abandoning indentures by Vietnamese apprentices in Japan and the Republic of Korea at their own will;
At the proposals of the Minister of Justice and the Minister of Labor, War Invalids and Social Affairs,
DECIDES:
Article 1.- Vietnamese citizens who have been sent for apprenticeship or technical practice in Japan and the Republic of Korea through Vietnamese service enterprises supplying apprentices (hereinafter referred to as the apprentices for short) but abandoned their indentures at their own will shall be handled according to the provisions of this Decision.
Article 2.- Apprentices defined in Article 1 of this Decision shall be subject to the following handling measures:
1. Paying compensations to service enterprises supplying apprentices (hereinafter referred to as the Vietnamese enterprises for short) for damage and expenses related to the abandoning of indentures at the apprentices own will, including:
a/ Expenses for recruiting and training activities in service of apprenticeship in Japan and the Republic of Korea;
b/ Service charges for remaining months under their indentures for overseas apprenticeship already signed with the Vietnamese enterprises;
