DECREE
Defining the functions, tasks, powers and organizational structure of the Voice of Vietnam [1]
Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the General Director of the Voice of Vietnam;
The Government promulgates the Decree defining the functions, tasks, powers and organizational structure of the Voice of Vietnam.
Article 1. Position and functions
1. The Voice of Vietnam, the national radio station, is a government-attached agency which performs the functions of providing information on and propagating the Party’s line and policies and the State’s laws, contributing to raise the people’s intellectual standards and serve their spiritual life through radio, Internet radio, visual press and printed press.
2. The Voice of Vietnam is its international transaction name, abbreviated to VOV.
Article 2. Tasks and powers
The Voice of Vietnam has the following tasks and powers:
1. To submit to the Government draft decrees defining, modifying or supplementing its functions, tasks, powers and organizational structure.
2. To submit to the Government its long-term, five-year and annual development strategies, master plans and plans and other important projects and plans; to organize the implementation of these strategies, master plans, plans and projects after they are approved.
3. To decide on its production and broadcast programs, time volumes, plans and locations in accordance with law.
4. To produce programs and transmit and broadcast them; to collect news, materials, audio-visual products and multimedia communication products; to observe the law on national archive of radio and television materials.
5. To manage, operate and effectively use its special-use technical system.
6. To organize and direct the research into and application of scientific and technological advances in radio broadcasting.
7. To provide local radio or radio-television stations with guidance on professional training and retraining in radio broadcasting; to provide consultancy on, and apply, radio broadcasting techniques and technologies.
