Decree No. 74/2013/ND-CP dated July 15, 2013 of the Government amending and supplementing some articles the Decree No. 49/2010/ND-CP dated May 14, 2010 of the Government on reduction and exemption of tuition fees, support for learning cost, collection and use of tuition applicable to educational institutions belonging to national education system from school year 2010 – 2011 to 2014 – 2015
Pursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to the Law on Education dated June 14, 2005;
Pursuant to the Law on Vocational Training dated November 29, 2006;
Pursuant to the Law on Medical Examination and Treatment dated November 23, 2009;
Pursuant to the Resolution No. 35/2009/QH12 of the 12th National Assembly in the 5th meeting on policies on changes in financial mechanism for education and training from the school year 2010 – 2011 to 2014 – 2015;
At the request of the Minister of Education and Training,
The Government promulgates the Decree amending and supplementing a number of articles of the Decree No. 49/2010/ND-CP dated May 14, 2010 of the Government on reduction and exemption of tuition fees, support for learning cost, collection and use of tuition applicable to educational institutions belonging to national education system from school year 2010 – 2011 to 2014 – 2015.
Article 1. To amend and supplement a number of articles of the Government's Decree No. 49/2010/ND-CP dated May 14, 2010 of the Government on reduction and exemption of tuition fees, support for learning cost, collection and use of tuition applicable to educational institutions belonging to national education system from school year 2010 – 2011 to 2014 – 2015 as follows:
1. To amend and supplement Clause 1 of Article 4 as follows:
“1. People with meritorious services to the revolution and next of kin of people with meritorious services to the revolution as stipulated under the Ordinance No. 26/2005/PL-UBTVQH11 dated June 29, 2005 and the Ordinance No. 04/2012/UBTVQH13 dated July 16, 2012 amending and supplementing a number of articles of Ordinance on preferential who have contributed to the revolution.”
2. To annul the regulations under Clause 2 of Article 4.
3. To amend and supplement Clause 5 of Article 4 as follows:
“5. Children at preschool education institutions and high school students whose parents being poor households under the Prime Minister’s regulations.”
4. To amend and supplement Clause 9 of Article 4 as follows:
“9. Pupils and students of vocational training institutions and university institutions are ethnic minority people being poor household and near-poor households under the Prime Minister’s regulations.”
5. To supplement Clauses 10, 11 and 12 of Article 4 Subjects entitled to tuition exemption as follows:
