Directive No. 16/CT-TTg dated July 29, 2013 of the Prime Minister on enhancing thrift practice and waste combat in the management, exploitation and use of resources, assets and employees at the State owned enterprises
In recent times, authorities, branches pay attention to thethrift practice and waste combat and achieve some results.
State owned enterprises are currently managing, exploiting and using many resources, capital and assets of State property. However, in some enterprises, the management, exploitation and use of resources are still being wasted especially land and mineral resources; the debt ratio of total debt to total equity dramatically increases. The external investment is still high, but the divestment in external investment is facing difficulties. The selection and use of employees as well as allocation of the management staff is still inconsistent. The wage and reward is not in accordance with the labor productivity and production efficiency of the enterprises.
To face the situations, in order to enhance thrift practice and waste combat in the management, exploitation and use of resources, assets and employees at the State owned enterprises, the Prime Minister requested ministers, heads of ministerial-level agencies, Government-attached agencies, other agencies at the central level, chairman of the Board of Members, chairman of the company, General Director, Director of State economic groups, corporations and enterprises, and authorized representatives based on its functions and tasks shall implement these following tasks:
1. To enhance thrift practice and waste combat in the management, exploitation and use of resources at the State owned enterprises:
a) Review, arrange and handle the land agencies not complying with the regulations under the Decision No. 09/2007/QD-TTg dated January 19, 2007 of the Prime Minister on r and the Decision No. 140/2008/QD-TTg dated October 21, 2008 of the Prime Minister on amending and supplementing the Decision No. 09/2007/QD-TTg.
b) Tightly control the licensing for the management of exploiting resources and mineral; suspend the operation and retrieve the license for resources and minerals exploitation of enterprises causing the waste or not complying with the requirements on environmental protection in accordance with the law.
