Pursuant to proposal of several credit institutions and with a view to unanimous implementation of regulations on provision of foreign currency loan to borrower being resident in the Circular No. 25/2009/TT-NHNN dated 15 December 2009 on supplement of Article 1 of the Decision No. 09/2008/QD-NHNN dated 10 April 2008 of the Governor of the State Bank (Circular 25), the State Bank of Vietnam hereby would like to provide guidance to enterprises in export processing zone to use foreign currency loan funds from credit institutions to make payment for goods and service amount to enterprises outside the export processing zone as follows:
