Official Dispatch No. 3913/BGTVT-ATGT dated April 10, 2014 of the Ministry of Transport on control of gross vehicle weight when loading goods onto motor vehicles
To:
- Sea ports and inland ports of Vietnam;
- Train stations of Vietnam.
Over the recent years, the government has invested heavily in building, upgrading, and repairing roads to facility socio-economic development and people’s travel. However, many of these roads are seriously damaged and degraded shortly after their upgrade or repair on account of overloaded motor vehicles. The traffic of overloaded vehicles not only damages the roads but also a contributing factor to the increase of road accidents and unhealthy competition in road transport services.
In order to prevent vehicles from being overloaded at source, protect and prolong the lifespan of road traffic works, and prevent road accidents, the Ministry of Transport requires seaports, inland ports, and train stations to:
1. Request owners of goods, vehicles, drivers, and the entities in charge of loading goods onto motor vehicles on the premises to comply with the Circular No.  35/2013/TT-BGTVT dated October 21, 2013 of the Minister of Transport on loading goods onto motor vehicles
2. Take measures to strictly control the goods loaded onto motor vehicles on the premises; prevent overloaded vehicles to leave the premises.
The heads of seaports, inland ports, and train stations are responsible for if motor vehicles in their premises are overloaded./.
