For management of the import of machinery, equipment, lines of technology

- The Ministries: of Science and Technology, Industry and Trade, Finance, Planning and Investment, Construction, Health, Information and Communication, Transport, Agriculture and Rural Development;
- State Bank of Vietnam.
 
At proposal of the Ministry of Science and Technology at the Official Dispatch No.758/BKHCN-DTG dated March 27, 2012 on the management of the import of machinery, equipment, technological lines; opinions of the ministries, the concerned agencies; Prime Minister has the following opinions:
1. The ministries, branches review the List of products, goods which are capable of unsafe causing (List of products and goods of group 2) under the jurisdiction of the ministries and branches to amend and supplement the machinery, equipment, technological lines required to be examined their quality when importing and timely promulgate the corresponding technical regulations for management.
2. Ministry of Science and Technology reviews and assesses wholly quality control mechanism for imported machinery, equipment, technological lines compared with actual requirements; based on provisions of current law (Trade, Investment, Construction, Quality of products or goods) to unify with concerned ministries, branches to take measures to strengthen quality control of imported machinery, equipment, technological lines; in case of ultra vires, report to the Prime Minister.
3. The Ministry of Industry and Trade shall preside over and coordinate with the Ministry of Science and Technology, the concerned agencies to research, supplement regulations on management of import of machinery, equipment, technological lines (new and second hand) in the draft Decree amending and supplementing Decree No.12/2006/ND-CP dated January 23, 2006 of the Government, clearly assign management responsibilities of concerned agencies to unify the implementation.
4. Agrees to temporarily suspend the import of second hand machinery, equipment, technological lines that the countries were discarded due to obsolescence, poor quality, and environmental pollution. The Ministry of Science and Technology coordinates with the Ministry of Industry and Trade to publicize specifically and guide the implementation in accordance with the law provisions.
