Through the grasp and collection of information, it is found out by the State Bank of Vietnam that in the recent time, the situation of fake card, card account fraud when the card is not presented, loss of data of the customer during the card individualization are types of risks that have appeared in Vietnam. Besides, the interconnection among POS card acceptance systems has also brought about many troubles that need solving in the card market of Vietnam.
In order to identify risks, then to take preventive measures against risk in the issuance and payment of card, raising the public confidence in the means of card payment, at the same time ensuring the safe and convenient card payment in the interconnection of POS system, the State Bank of Vietnam (SBV) hereby proposes card payment service suppliers to implement some contents as follows:
