PLAN
FOR IMPLEMENTING THE NATIONAL TARGETED PROGRAM ON NEW RURAL DEVELOPMENT FOR PERIOD 2010 – 2020
I. PLAN FOR 2010
1. Establishment of Steering Committees at all levels
a) Establishment of the Central Steering Committee: 1 July 2010 the Prime Minister issued Decision No. 1013/QD-TTg on the establishment of the Central Steering Committee (CSC) for the national target program of new rural construction period 2010 - 2020, including 24 members led by Mr. Nguyen Sinh Hung, member of the Politburo, Permanent Deputy Prime Minister of the Government as its Chairman.
- Issue operating regulations of the CSC, assign specific responsibilities to all members of the Central Steering Committee
- Establish the Permanent of the Central Steering Committee, composed of the heads, deputy heads and three members are leaders of the Ministries of Planning and Investment, Finance and Construction (Decision 1738/QD-TTg of the Prime Minister dated 20th September 2010).
- Establish a Program Coordination Office to the Central Steering Committee based at the Ministry of Agriculture and Rural Development (the Minister of Agriculture and Rural Development issued the Decision 2501/QD-BNN-TCCB dated 17th September 2010).
b) Establish Steering Committees for the National Targeted Program on new countryside development at local levels:
- Provincial level:
+ Steering Committee of the province is led by the provincial People's Committee Chairman as its head. Permanent Vice Chairman of the Steering Committee is Vice-Chairman of the People Committee and 01 Vice Chairman is the Director General for Agriculture and Rural Development of the province, the Steering Committee members have similar composition to the Central Steering Committee. Permanent Provincial Steering Committee is the head, deputy heads and three members representing the departments Leaders: Constructions, Planning - Investment, Finance.
+ Establish a Program Coordination Office of the province based at the Department of Agriculture and Rural Development in order to assist the provincial steering committee to implement the program in the province.
District, town (referred to as district):
+ Steering Committee of the district is led by District People's Committee Chairman as the Chairman, Vice Chairman of the District People Committee as Vice Chairman. Members include heads of related sub-departments of the district.
+ Sub-department of Agriculture and Rural Development (or sub-department for economic issues) is focal-coordination agency to assist the Steering Committee to implement programs in the area.
- Commune level: Establishment of Program Management Unit (PMU) on new rural development led by Commune People’s Committee (CPC) Chairman as the Chairman, Deputy Chairman of CPC as Vice Chairman. Some members representing professional bodies and representatives from several agencies, political organizations.
2. Propaganda, Communication, information
a) Online Conference between the Prime Minister with the leaders of ministries, central agencies and local leaders to implement the National Targeted Program of new rural construction period 2010-2020: on 06 August 2010.
b) Press conference on National Targeted Program on new rural areas for the period 2010-2020 (Ministry of Agriculture and Rural Development): September 2010.
c) Conference with the International Organization to provide information about the National Target Program on new countryside for period 2010 -2020 in order to share experiences and cooperation plans (chaired by MARD): 3rd Quarter 2010.
d) Propaganda about the Program on many diverse forms regularly to provide adequate information to facilitate the political system and society to fully understand the purpose, content and directions, mechanism, policies of the Party and State on new countryside.
3. Deployment schemes to improve the quality of the movement "All people unite to build cultural life in residential areas associated with building new countryside" by the Central Committee of Vietnam Fatherland Front presided over the third quarter 2010.
