Resolution No. 26/NQ-CP dated April 15, 2015 of the Government promulgating the Government's action program on implementation of Resolution No. 36-NQ/TW on promoting application and development information technology to meet requirements for sustainable development and international integration
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to Resolution No. 36-NQ/TW dated July 1, 2014 of Ministry of Politics and Central Executive Committee of Vietnam Communist Party on promoting application and development information technology to meet requirements for sustainable development and international integration;
At the request of the Minister of Information and Communications,
HEREBY RESOLVES:
Article 1. The Government's action program on implementation of Resolution No. 36-NQ/TW dated July 1, 2014 of Ministry of Politics and Central Executive Committee of Vietnam Communist Party on promoting application and development information technology to meet requirements for sustainable development and international integration is enclosed with this Resolution.
Article 2. This Resolution takes effect on the signing date.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, the Presidents of People’s Committees of central-affiliated cities and provinces shall be responsible for the implementation of this Resolution./.

THE GOVERNMENT’S ACTION PROGRAM
ON IMPLEMENTATION OF RESOLUTION NO. 36-NQ/TW DATED JULY 1, 2014 OF MINISTRY OF POLITICS OF CENTRAL EXECUTIVE COMMITTEE OF VIETNAM COMMUNIST PARTY ON PROMOTING APPLICATION AND DEVELOPMENT INFORMATION TECHNOLOGY TO MEET REQUIREMENTS FOR SUSTAINABLE DEVELOPMENT AND INTERNATIONAL INTEGRATION. (Issued herewith the Government’s Resolution No. 26/NQ-CP dated April 15, 2015)
OBJECTIVE
1. Institutionalize and fully implement views, objectives, tasks and measures provided in Resolution No. 36-NQ / TW dated July 1, 2014 of Ministry of Politics and Central Executive Committee of Vietnam Communist Party(XI) on promoting application and development information technology to meet requirements for sustainable development and international integration (hereinafter referred to as Resolution 36-NQ / TW); successfully implement the Scheme of early making Vietnam a country strong in information and communication technologies.
2. Determine tasks for the Ministries, sectors and localities to develop the action plan, commence, inspect, monitor and assess the implementation of Resolution 36-NQ / TW, in order to make information technology actually become a new development method which helps improve labor productivity and operational efficiency, which, in turn, contributes to improving the competitiveness of the economy and country, ensuring national defense and security.
II. SPECIFIC TASKS
In order to achieve the objectives of Resolution 36-NQ / TW, in the coming time, besides the regular tasks, Ministries, Ministerial-level agencies, Governmental agencies, People's Committees of central-affiliated cities and provinces should concretize and organize the implementation of the following tasks:
1. Innovate, raise awareness and strengthen the leadership of the Party for application and development of information technology
a) propagate, increase awareness of the content of Resolution 36-NQ / TW, especially the new viewpoints of the Party on the position and role of information technology in the process of sustainable development and international integration of each sector, each area, to ministries, sectors and localities, Party organizations at all levels, Fatherland Front, the political-social organizations, enterprises and people from all strata.
b) Strengthen and innovate the propagation and dissemination, raising of awareness and knowledge of information technology in society, ensure that information technology is one of the key and regular contents in the communication programs of the agencies of mass communication at all levels. Promote the application of information technology in the dissemination of policies of the Party and laws of the State on information technology.
c) Strengthen and establish the Steering Committees of information technology in Ministries, sectors and localities of which leaders are heads of such Steering Committees. Continue to innovate, improve operational efficiency, direction mode of the National Committee on the application of information technology and the Steering Committees of information technology. The heads of all levels and departments shall be responsible for directing the task of application and development of information technology.
