DECISION
APPROVING ADJUSTMENTS TO THE TRANSPORT DEVELOPMENT STRATEGY UP TO 2020 WITH A VISION TOWARD 2030
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the Ministry of Transport (Report No. 385/TTr-BGTVT of November 19, 2008, on Vietnam’s transport development strategy up to 2020 with a vision toward 2030),
DECIDES:
Article 1. To approve adjustments to the transport development strategy up to 2020 with a vision toward 2030, with the following principal contents:
I. DEVELOPMENT VIEWPOINTS
- Transport constitutes an important part of socio-economic infrastructure which should be prioritized for development investment in a rapid and sustainable manner with a view to creating a prerequisite for socio-economic development, defense and security maintenance and national industrialization and modernization.
- To promote to the utmost the country’s advantages m geographical location and natural conditions, especially the marine potential, for rational and economical development of the transport system.
- To develop in a coordinated and rational manner transport infrastructure; to combine incremental firm development with modernization breakthroughs for establishing a complete, non-interrupted and linked network with different modes of transportation, connecting all regions and urban and rural areas nationwide, while attaching importance to the maintenance and effective and sustainable operation of the existing transport infrastructure.
- To develop transportation towards modernization and high quality at reasonable costs, safety, environmental pollution limitation and energy saving; to apply advanced transport technologies, especially multimodal transportation and logistics.
- To combine new investment with renovation, upgrading and in-depth investment for increasing the efficiency of existing transport industrial establishments; to rapidly renew and apply highly localized modem technologies, especially in the fields of shipbuilding and manufacture of automobiles, locomotives and carriages for domestic use and export.
- To develop the external transport system in close association with the domestic transport system to facilitate the proactive regional and international cooperation and integration.
- To quickly develop rapid mass transit (iron-wheel transportation) in big urban centers (firstly in Hanoi capital and Ho Chi Minh City); to develop mainly mass transit in urban centers which must be modem, safe and convenient; to develop a static traffic system accessible to disabled people; to control the increase of personal vehicles; to tackle traffic congestion and ensure urban traffic order and safety.
- To strongly develop local transport in response to the requirements of agricultural and rural industrialization and modernization, linking local transport networks to the national transport network, creating non-interrupted and smooth transportation at reasonable expenses suitable for a majority of people.
- To socialize investment in transport infrastructure development. To mobilize all resources, attaching importance to domestic resources, for investment in transport development. Transport infrastructure users shall pay charges for the maintenance and building of transport infrastructure.
- To reserve reasonable land funds for developing transport infrastructure and assuring traffic safety corridors. Ministries, branches and localities should reach agreement on and closely collaborate with one another in implementing the plan on land used for transport infrastructure.
II. TRANSPORT DEVELOPMENT STRATEGY UP TO 2020 WITH A VISION TOWARD 2030
1. Transport development orientations up to 2020
By 2020, the country’s transport system will basically meet diversified domestic demands for transportation with rapid growth, improved quality and reasonable costs; to control and reduce traffic accidents and limit environmental pollution. In overall, to form a rational transport system with different modes of transportation and principal transportation corridors for major and mass commodities.
Roads: To upgrade national highways and provincial roads to reach prescribed technical standards; to expand and build national highways with great transportation demands; to build a system of expressways. To upgrade external roads to reach technical standards of regional roads. To set up a road maintenance fund for allocating capital for the maintenance of road infrastructure facilities.
Railways: To complete the renovation and upgrading of existing railways up to national- and regional-railway technical standards with a speed of 120 km/h; to build new express railways and high-speed railways; to prioritize the building of the north-south express railway with a speed of 350 km/h. To rapidly develop iron-wheel transport in urban centers and railways in cities and suburbs as a core in mass transit, firstly in Hanoi capital and Ho Chi Minh City.
Seaways: To develop a national system of seaports, including an international transit port in Van Phong, international gateway ports and deep-water harbors in three key economic regions capable of accommodating new-generation container ships, general ports, special-purpose ports and passenger ports to meet socio-economic development and international integration requirements. To invest in developing in a coordinated manner seaport infrastructure, including harbors, port access fairways, to-port traffic and port logistic services.
Inland waterways: To complete the upgrading of main inland waterway routes up to prescribed technical standards; to renovate and improve important sections and fairways; to increase the length of river sections and fairways under management and operation. To make intensive investment in upgrading and building major ports and cargo and passenger wharves, especially in the Red River and Mekong River deltas.
Airways: To complete the upgrading and expansion of existing airports and build new ones up to international standards; to concentrate investment in international airports in the Hanoi capital region and Ho Chi Minh City; to study and invest in new international airports with sizes and service quality on a par with major international airports in the region. To increase the operation capacity of airports by 3-3.5 times by 2020.
Urban transport: To rationally develop urban transport infrastructure and mass transit systems; to reserve 16-26% of the land fund for urban transport. To strongly develop bus systems in big cities; to rapidly invest in building mass transit routes, such as sky-trains and metros in Hanoi capital and Ho Chi Minh City, to reach a mass transit ratio of 35-45%.
Rural transport: To develop rural roads for motor vehicles to all communal or communal cluster centers, ensuring traffic all over the year. The rate of solid and asphalted roads will reach 60-80%. To attach importance to developing inland waterway transport, especially in the Mekong River delta.
Shipbuilding industry: To build new ships of up to 300.000 DWT; to repair ships of up to 400,000 DWT; to meet domestic demands and have products for export; to strive to increase the localization rate to 70%.
Automobile and construction vehicle and machine industry: Manufacture-mechanical engineering, metallurgy and chemicals industries will be combined to form an automobile and construction vehicle and machine industry; to rapidly increase the localization rate to over 60%. To assemble and manufacture passenger cars, buses, heavy trucks, farm trucks and construction vehicles and machines of several types to meet socio-economic development requirements; to strive to have automobile products of Vietnamese brands which are internationally competitive.
Railway industry: To build modern and comfortable passenger and cargo carriages which are diversified in types for domestic use and export. To manufacture parts and accessories for and assemble modern locomotives.
Aviation industry: To increase the capacity to repair and maintain aircraft, aircraft engines and specialized equipment so that by 2020, to be able to provide aircraft maintenance and repair services for domestic airlines, proceeding to expand the provision of services for foreign airlines; to enter into cooperation in manufacturing parts of aircraft, aircraft spare parts and specialized technical equipment.
2. Vision toward 2030
By 2030, to basically improve the national transport network and external traffic corridors. Transportation quality will reach international standards: smoothness, fastness, safety and rational connection among different modes of transportation, especially points for connecting long-distance passenger transit with passenger transportation in urban centers.
To basically complete the building of roads and the North-South express railway. Vietnam’s roads and railways will reach technical standards and ensure convenient connection to ASEAN roads and Greater Mekong Sub-region and trans-Asian railways.
Seaports will satisfy demands for handling imported, exported and local goods, of which Van Phong international transit port will be put into effective operation, while international gateway ports in key economic regions will be linked with the central cargo-distribution system and the connected traffic system will form a modern and effective logistics infrastructure network on a par with regional countries.
To further build and improve the national network of modern and international-standard airports; Long Thanh international airport will have a role and size on a par with big international airports in the region.
To develop urban traffic based on the viewpoint of “long-term vision and orientation toward civilization and modernization; and rapidly narrowing the gap with the capitals of other countries.” To step by step bui Id mass transit routes in grade-1 urban centers. To develop overhead and underground mass transit in Hanoi capital and Ho Chi Minh City to increase the mass transit ratio in these two cities to 50-55%.
3. Up-to-2020 development objectives
a/ Transportation
- To develop in a rational manner different modes of transportation
+ Roads will be mainly used for cargo collection, cargo seeking, and short- and medium-distance cargo and passenger transportation.
+ Railways will be mainly used for long- and medium-distance and mass cargo and passenger transportation, passenger transportation among cities and urban areas, and mass transit in big cities.
+ Seaways will be mainly used for oceangoing and coastal cargo transportation, especially North-South transportation, transportation of imported coal for thermo-powcr plants and crude oil for oil refineries and petrochemical factories. To increase the market share of transportation of imported and exported goods to 25-35%. To develop passenger transportation routes along the coastline and to islands.
+ Inland waterways will be mainly used for transporting mass cargo in bulk (coal, cement, fertilizer and construction materials) at low costs, extra-long and extra-heavy cargo, and portage to serve agriculture and rural areas.
+ Airways will be mainly used for long-distance and international passenger transportation and transportation of cargo of high economic value. To develop airway transportation into a safe, common and convenient mode of transportation towards an open market linked with the region’s and world’s airway transportation markets; to open new medium- and long-distance international routes and increase the rate of transportation of international passengers from/to Vietnam by domestic airlines.
- To develop means of transportation
Roads: To develop motor vehicles suitable to road infrastructure facilities, kinds of cargo and categories of passengers, ensuring technical standards on safety and environment. To step by step restrict the increase of motorcycles and control the increase of personal cars in big cities. By 2020, there will be around 2.8-3 million automobiles of all kinds nationwide, including 1.5 million small cars, 0.5 million passenger cars and 0.8 million trucks.
Railways: To develop rail-borne vehicles toward high specialization and a rational structure; to renew the pulling and loading powers towards modernization and expense and cost reduction, attaching importance to the development of high-speed trains; to apply advanced technologies in transportation and manufacture of vehicles with a view to increasing the speed of trains. By 2020, Vietnam’s railway sector will have around 1,100-1,200 locomotives and 50,000-53,000 carriages of all kinds, including 4,000-5,000 passenger carriages.
Seaways: To attach importance to developing special-use ships, such as container ships, big cargo-in-bulk ships, oil ships, liquefied gas ships and Lash ships and reduce the age of the seagoing ship fleet to 12 years on average by 2020. To study the development of express passenger ships and tourist ships. By 2020, the national ship fleet will have a total tonnage of 12-14 million DWT.
Inland waterways: In the Red River delta, to use towing and pushing ships of 1,200-1,600 tons, self-propelled ships of up to 500 tons and passenger ships of 50-120 seats; in the Mekong River delta, to use towing and pushing ships of 600-1,200 tons, self-propelled ships of up to 500 tons and passenger ships of 30-100 seats. For short-distance routes along the coastline, to use self-propelled ships of 500-1.200 tons. To develop special-use vessels (transporting containers, loose cement, gasoline and oil). By 2020, the inland waterway ship fleet will have a total tonnage of 10-12 million tons, a total towing power of 12-13 million HP and a total loading power of 0.8-1 million passenger seats.
